The Government of Karnataka has introduced an affidavit based land conversion process to simplify the procedure of converting agricultural land to non-agricultural purposes. This simplified approach ensures that landowners can complete the process efficiently while maintaining transparency and reducing bureaucratic delays. Those who have already applied for the land conversion can now check the status through the Karnataka Land Records portal.

What is Land Conversion?

Land conversion refers to the process of changing the land use category from agricultural to non-agricultural purposes, such as residential, commercial, or industrial use. This is a mandatory procedure as per the Karnataka Land Revenue Act, 1964. Without land conversion, landowners cannot legally use agricultural land for other purposes.

Eligibility Criteria for Land Conversion

• The applicant must be the rightful owner of the land.
• The land must be categorized as agricultural in the revenue records.
• The purpose of conversion should comply with the land use policies of the state.

Documents Required for Land Conversion

To apply for affidavit based land conversion, the following documents are required:

1. Title deed of the land
2. RTC (Record of Rights, Tenancy, and Crops)
3. Mutation extract
4. 11E sketch (Request for part extent conversion )
5. Notarized Affidavit in Form-A (stating the purpose of land conversion)
6. Survey map of the land
7. No Objection Certificate (NOC) from relevant authorities (if applicable)
8. Application form filled with required details
9. Proof of identity and address of the applicant

How to Apply for Affidavit Based Land Conversion in Karnataka

Step 1: Visit the official Karnataka Land Records web portal at https://landrecords.karnataka.gov.in.

Step 2: Under the Land Conversion Services section, select ‘Apply Online for Land Conversion‘. This will redirect you to the citizen login portal.

Step 3: If you do not have an account on the Bhoomi Citizen Portal, create one by clicking on the Create Account option. After creating your account, log in using your credentials.

Step 4: Once logged in, select the Agricultural Land Conversion option. Then, choose Affidavit Request and click on New Request.

Step 5: Check the first box: I want to apply for Land Conversion. Select your District, Taluk, Hobli, Village, and Survey Number and Click on Get Hissa, then select your Surnoc/Hissa, and click on Get Owners.

Step 6: Select the owner and Enter the applicant details and click Add Owner.

Step 7: Select the Main Conversion Type (e.g., Residential, Commercial, etc.). Select the Sub Conversion Type (specific purpose, such as Clubs for Residential or similar).

Step 8: Enter the Acquisition Type (e.g., Sale, Gift, GPA, etc.).

Step 9: Select the Planning Authority. (If the land is on the borders of two taluks, visit the planning authority for both taluks to confirm the jurisdiction.)

Step 10: Enter the Mutation Register (MR) Number and year (found in your RTC). Specify the Conversion Extent in Acre-Gunta-Ana and Enter the Kharab A Conversion Extent in Acre-Gunta-Ana (fetched from the sketch for partial land conversion).

Step 11: If your RTC has multiple owners or you’re applying for partial extent conversion, enter the 11E Sketch Number and click Go.

Step 12: Answer the questionnaire provided on the portal and Click on Generate Affidavit to complete the process.

Step 13: Print the system generated affidavit on E-Stamp Paper worth ₹100. Get the affidavit notarized. Upload the notarized affidavit on the same portal to create the conversion request and Submit the physical copy of the notarized affidavit to the Deputy Commissioner (DC) or Taluk Case Worker as required.

Step 1: Visit the official Karnataka Land Conversion portal at https://landconversion.karnataka.gov.in.

Step 2: Under the Status/Reports section, select the ‘AFFIDAVIT BASED REQUEST STATUS‘ option. This will redirect you to the status check page for land conversion.

Step 3: Choose one of the following options (whichever is applicable to you):

• Affidavit ID
• User ID
• Manual to Digitalized
• Reconversion
• GSC Number
• Survey Number Wise

Step 4: Enter the number or ID corresponding to the option you selected and click on the Search button.
